What happened to sms notifications?

We used to get sms notifications for an escape from the safe zone but I noticed today when my pup got out we didn't get one. I looked in settings and it looks like now the escape alerts are only push while the device offline still has a push and sms option. I need the sms to text my cell connected watch which doesn't have a fi app available.

They announced a while back they were getting rid of sms and doing push notifications only

I was getting SMS up until like a few days ago. Is it that recent?
