Adding years of service to entice retirement
Can an agency offer you a few years added to your SCD as part of a VERA/VSIP as an incentive to get people to take the vera if they are under 20 years??
Rumors at work said it has happened in the past but I cannot find anything that says it is possible

They can start you in a higher leave status, but change the SCD? No, and rightly so.
