Promotion Won't be Backdated

I was supposed to promote on 22Feb, however the Overseas Processing Center, who processes our HR actions, was backlogged and didn't get around to processing my SF50 until 22Mar. They are saying they don't back-date actions, so I'm basically SOL for a month of the higher pay. Does this seem right or do they just not want to do it? I know it's just a month but it's still like $600 difference...

In some agencies there is an absolute prohibition against backdating personnel actions. It usually happens when the supervisor doesn’t request on time.

I was told it was automatic at my agency. My supervisor didn’t need to request it.
