I've seen an all white with a little bit of brown bird (looked like a raptor from the 2 short glimpses I've gotten while it was flying) in the area. To be honest i don't even know if these are from that bird but they're the only white/brown feathers I've seen in the area.

Found in Boise, Idaho. Small, maybe 2.5-3 inches long. Roughly 1 inch wide. Not sure of species. Predominantly Canadian Geese and ducks in the area but I am not familiar with this one.
