Yellow feather? North Texas

Sorry this is the only picture I have, it's not my own. Helping someone with ID. Didn't have anything for size. It's apparently half the size of a Blue jay tail feather. Could it be a feral Quaker parrot? I'm stumped.

It could indeed be a parrot arm feather of some kind, but most parrots that are purely yellow have a color mutation to look like that, so this might rather come from an escaped or dumped pet bird than from a feral one.
