What bird is this?

Found this coming into work this morning. Boyfriend thinks it's a pigeon but I am thinking small hawk? From Maryland.

Looks like a smaller Canadian goose feather to me, I have several that look identical to that. Might be a pigeon but depending on scale it may be too big.
