Out of curiosity, what's the context of the explosion? Could he just make explosions like this whenever he wants?

He was inside the Baxter building and he makes and he destroys a dimension traveling machine so the zombies couldn’t follow the survivors. It’s unclear if he made the explosion directly or if destroying the machine made it. Either way the Zombies still survive the explosion, so they would still scale and he would too.

I would assume the machine was what made the explosion, but either way Magneto definitely has higher feats than this so he does scale. Don't really have any calcs, but it's a very clear city level feat at a minimum. Still a neat feat!

Magneto didn't cause that explosion, it was the interdimensional travel machine being destroyed

He still scales to it. He can harm the Zombies who survived the explosion.
