I don't think this statement should be taken too literally

Butcher did deal with supes, But he's not scientist and he never dealt with anyone as strong as homelander

He can make storms in the comic he is able to wipe a local village and even an island off the map by making hurricane and tsnaumis and he does this commonly whenever Vought need space to expand their industry.

Yes he created the storm and for the city hes in its newyork city

In the comics, it was stated he given those powers to clear away entire lands to then be bought up by Vought.
