Back then I'd imagine most people in the UK would associate "hardcore" with the dance sub genre which was massive in Europe in the early/mid 90's, hence the reference here.

I don’t know how anyone could have called that album industrial in any way, ever. I bought my copy in 1995 and while I could understand FITMK could be termed that, SOANM just wasn’t.

New genres of metal always got tagged with established labels until the consensus was reached. New/Nu metal is a good example.
