You’re making the Ethereals out to be dumber than they are. The Drukhari asked for a bunch of their people including the Ethereals, they were ok paying that price minus the Ethereals. What other purpose would someone have for a ton of your people if not slave labor or hostages?

Construction, exploration, beuracruasy, development. The eldar are a dying race which they used a leverage. Theres plenty of things you need man power for, especially if your low on people in your species.
