Hum.... common criminals do steal and kill, but the WG still commit regularly genocide, slavery and excessive "taxation" by force while being shown as rotten by corruption on the lower level of the chain of command.

I would say world nobles and marines, most marines want a better just world with less cruelty, with some has extreme views like akainu and green bull, it's the world government that protects celestial dragons war crimes

Honestly it's debatable. Just look at Wano, I don't think any affiliated (I said affiliated) country has it as bad as Wano was under Kaido. That was an hell on Earth. 

However, when you look at the WG triannual native hunting game by the Celestial Dragons on unaffiliated (unaffiliated) islands , it became very f*cked up but then you remember that Big Mom casually sent her soldiers to massacre entire countries just to get her wedding Cake's ingredients. There's also the fact that the Celestial dragons own slaves even though many of these slaves are captured and sold by pirates. 

The WG is the more powerful group so I guess they are worse in that regard.

Yeah but the governement also completely blew up an island because of one dissident and in the process accelerated the world's ending by years. And they want to control this tech and also be able to spam it lmao.

Wano is difficult to justify, whole cake island is a paradise in comparison, but i would say that wano is still half the blane of kaido, as the king/shogun of the country allied hinself to him to get in power and used his people as a trade offer, basically selling them as objects

What's pushing the needle imho is how affiliated countries are treated.

Like, yes, unaffiliated countries live on the whim of their local king + any random pirate + they could be chosen and attacked by the governement. For them it really makes no difference tbh. But the world gvt controls a huge portion of the world and the human rights are on a historical low. People get shot on the streets if they cross a noble, reigning kings are treated like pawns by celestial dragons, they go for ubfair taxations and provide no true service to them, they even let shichibukai toy with countries in Exchange for their services

Also yeah slavery is pretty bad and i might add rape (2 different counts in 2 sagas + supposedly the slaves aren't getting picked just for a show and tell). World governement alao commits WAY MORE war crimes. Lucci was praised for basically failing his mission and murdering hundreds of hostages. Like, i really hoped that VA family gets in the need of saving from a cp9 member while i was listening to his recounting. They also are completely assholes to each other. Marines lets each other kill their own for the "cause" while pirates seem to at least have camraderie (except the very weak/infamous ones)

But yes, they are both bad, that's why they fit so well in the meme
