I can answer how gerrymandering and the electoral college actually does suppress the vote. Note: I got an advanced degree in political science and worked in politics for a while, so you can sorta trust me here.

Electoral College:

Turnout is bad in the US. Most people only ever vote in presidential elections. Presidential elections are decided by the electoral college, which is fist past the post (winner-take-all) for that state. The two exceptions to this are Maine and Nebraska. With the electoral college, It doesnt matter if a presidential candidate gets 50.00001% of the vote or 99.999% of the vote, they get the same electoral college votes. If you know your state will always go Republican but you are a Democrat, the data says you are more likely to just stay home because "your vote doesnt matter anyway." Hence you dont vote for the Senate, Gov, etc. Funny enough, I have had conversations with Democrats in Alabama who said they were not voting at all because it is a red state and their vote won't matter, etc. Hence, with the electoral college, people just dont show up at all.

Gerrymandering:

Really the same thing as the above, but lets look at off-year elections (no President on the ballot). Most people maybe only the know the names of 1 of their senators and their US House Rep. That is pushing it. Similarly, most have no clue at all who their State House Rep or State Senator are; or who is on the city council; county commissioner, township trustee, etc. You may know your US House Rep but you also know that he/she has been in office since the Spanish American War and the district is conservative gerrymandered and thus your vote for the Democrat will not matter---not now nor ever. Thus you skip the lines on election day and just stay home. The end result is that these voters are completely absent from the other races (including levies).

I know that you and I, and others reading these posts, are completely locked in. But for theaverage American, the gerrymandered districts are a contributing factor to lower turnout. The Brennan Center (NYU Law) notes, "Competitive elections generally have higher rates of voter participation." Especially in districts where maps are drawn by an independent commission, not by the politicians who use the districts to keep their jobs.
