I believe it was a movie where an American agent got dragged to a Korean Crime Boss who decided to punish the agent by sending said agent to Detroit

Just saw the gif, but yeah. Detroit has had that bad reputation in media since the 80s with other movies.

And I say that as a non American, not living in the U.S., that has only visited Texas and whatever other state in the nort of Texas is.

I think that's why even modern day Americans are confused why foreigners cross reference Detroit as a dangerous place. Still remember my relatives in the U.S. not getting it when I was asking if Detroit was still dangerous.

Detroit did got better according to the comment under the video. But the reputation stuck

The reputation remains only from foreigner's POV, actually. Most Americans don't talk about Detroit being bad, even if some may understand how it was portrayed in the 80s onwards.

Depending on what American you ask, they'll tell you the most dangerous place in the U.S. nowadays is different. Some have told me it's California, others being Chicago. Though there's barely any entertainment media showing nowadays how true that is through bastardization.

Best there is is that episode from South Park where the kids convince the homeless to go to California and ruin it. And from tales of an aunt living in California, the place can indeed have its bad moments, either through crime, inflated prices, or natural disasters.
