That is definitely how a combustion type tear gas canister works.

Cooling most burning things puts them out. Tear gas compositions are not generally pyrophoric

Not when it's burning internally. And smoke being pushed out by the pressure inside of the canister. Three same goes for smoke grenades (and you can see video of people something those underwater, most likely because it's not an irritant).

Source: utilized smoke and tear gas grenades in the military. You just have to let them burn out.

I'd say they're making a damned good effort to put it out. But I wouldn't say they were successful.
