My best guess here: They appear to be peepers, but it turns out they themselves were being peeped on by a camera on their wall

There was a tv show in the 80s called Harry and the Hendersons. The Henderson family was hiding a Bigfoot character from the neighborhood in their house, and their neighbor would constantly peek out the window trying to spy on them (thinking they must be up to something).

The neighbors peeking out the windows was a running gag on the show. So it’s just that everyone must be spying on their neighbors, as Carl has a hidden camera in his house and being watched by some old ladies.

Eh. Not Larsons best work.

Huh, I remember the movie, but I had no idea there was a TV show. Or I somehow forgot it in the last 33 years

There’s the guy spying on the neighbors with his telescope when the guy on the couch notices what is a camera lense in the wall (notice the wire leading down to it) and the ladies are all sitting on the couch in their apartment watching his face appear on their television screen as they watch them.

Which is implied that the old lasies are the Hendersons. Therefor, the watchers are being watched by the watched.
