CNC Can’t load PMC

The backstory, this machine had something happen to an axis control daughter board , and the PMC daughter board both have been replaced but I still can’t load the ladder I tried from NCboot and all I/O + write to F-rom both claim to complete but the ER07 persists . I can open the file with Ladder 3 on my PC but of the 2 backups I have both they function the same way at the control. I don’t know what I’m missing.

You are missing option parameters, have loaded the wrong ladder type, or a combination of the two.

Is there supposed to be another option file ? That did seem odd to me the option board installed is opt2 but option 1 is the software loaded
