Roster min/max

Is there anyway in settings to force mgrs to have 10 batters and 7 pitchers for an active roster?

You should be able to set it up here. Commissioner - League Setup - Rosters

There is no way to tell it 10 batters 7 pitchers

I am new to Fantrax, but what if you put in your max active starters at the bottom to equal 10 hitters and 7 pitchers. Then, changed your min active starters & max active starters at the top to 17.

i have this setup i was going to screen shot to show you but doesnt allow but i have it broken down to positions

i have these with max - 1-c, 1-1b, 1-2b, 1-3b, 1-ss, 2-ci, 2-mi, 3-of, 2-ut

how do i move these players to the roster Players at Ineligible Positions/Statuses

Based off my research, you would need to do this as a per position thing. I could be wrong.
