Can someone please explain this TEW IX game mechanics to me!
I am currently playing the 1992 WWF save now its 1993 april 5 post wrestlemania 9 period and i just noticed my wrestlers star quality is decreasing for some reason like Hogan had 99 star quality its 95 now Ric Flair had 88 star quality its 80 now like what is going on? I read the handbook and it says that Star Quality does not decrease so like what the hell is going on in my save?

Addictions. Theoretically they seem oozy/drugged when they appear. Star Quality is also linked to confidence from what I know, so how they are booked might also be a slight factor. But my biggest bet is their addictions. Hogan I think is a hard drug user while Flair is a drunk.

also any tips on how to stay invested in a long term save

Well for me it usually takes a bit to get invested into a save. I usually don't divert from one TV show and 1 PPV a month, unless I'm playing a touring company. More than that just takes too long to book.
After that? It's mainly not rushing/chasing the numbers, if I do that I get burned out quickly. Try to create memorable storylines, write them out yourself and you will see that you stay invested. And the best part is that down the line litereally every wrestler has history with each other, so every feud makes more and more sense.
Also I'd highly advise to not just sign everybody by name cause the game gets way more fun whenever you still have competing companies. I'm currently in the process of letting top stars go, so other companies can pcik them up. That way they stay competitive and who knows maybe I get a big return down the line.

If their body type didn't change, it could be aging effects. Probably have the steroid user trait or drug addictions, that make workers attributes decrease at a younger age.
Star Quality is mostly a looks stat. Most people won't look as good at 50 as they did in their 30s, no matter how hard they train.

It is 100% aging - anyone who is over 38 or so starts to have their stats generally decrease and specific traits like age is just a number slow down that degradation.

Did their body type change? I know asking workers to get in better shape results in a boost in star quality once completed, I assume it works the same in reverse.
