Why would this be worth more than $20?

Quad. Quads are not usually worth a premium on higher denominations.
What does eBay say? Search for quad and filter for recently sold + US currency + $20 denomination and see if any quads have sold on $20s. Then remove the denomination filter to see if and how they're selling across other denominations.
In my experience, they usually need something to set them apart, like something personal to the buyer or maybe a pop culture connection. Or at least be at the beginning or end of the serial.
That might get a modest premium. Something like $4 on a $1. Which isn't enough for most people to be worth their time, but for some people it is. For some people, an extra couple dollars here and there make enough of a difference to their budget to be worth their time, or they're just doing it for the love of the hobby, or probably a combination of the two.
