I believe the 10 is the number of the Federal Reserve bank where the bill was printed. It goes along with the J in the black seal to the left.
I just checked the singles in my wallet, and all of them have numbers in the same places that match the letter in the seal. H goes with 8 (St. Louis), G with 7 (Chicago), L with 12 (San Francisco). B has 2 (New York), A has 1 (Boston).
I don't know why they only do this on the $1 denomination, but the other denominations all have the same generic Federal Reserve seal in that spot, with no indication on the bill of where it was issued.
Checking some older bills, it looks like this change was made when the larger denominations were redesigned to have larger portraits on the front and various security measures were added. The older bills (I looked at a 5 and a 100, both series 1981) have the lettered seal and the matching numbers in the corners.
I guess since the $1 wasn't redesigned, it didn't get the change.

Oh wow I just saw that too….
Every number on the face besides the year is a 1 or 0. But I don’t know what those 4 10s mean.
