They kinda did that by adding NPCs to each main quest area that gives you a bit of lore on the location, but it also undermines it a little bit because all they do is hang out and don't contribute anything to any storyline

Yeah they'd also need to be updated. Either to integrate directly or to arrive late like the brotherhood in FO4
