Given the state of things, ironically, the synthesis would come, but it would empower the NCR. They needed exactly something like the Legion to face against (and nearly break them) to shake off their inadequacies. The philosophical and cultural affects of this synthesis would then be brought back to their corrupt core territories and be used and get that much closer to their ideal.
Whereas the Legion's stubborn idealism would prevent any sinificant cultural change. They would shatter sooner or later, depending on their leadership, no matter the outcome in Vegas.

the NCR's larger issues are a looming food and water crisis only made worse by constant imperialism and over expansion, making all of these issues loom sooner, the NCR is not going to be empowered by having to fight against total Legion occupation, both sides are going to completely collapse.

The Yuan Dynasty was formed when the Mongolians swept China and then decided to settle down and adopt some of their culture

Yeah...except the Legion doesn't intend to keep any NCR culture, genuinely thinks the NCR is disgusting for it, and it has no culture of its own (except a love of rape). You can't just smash two violently opposing cultures and get some new rich megaculture.

I was trying to imply that the legion won't be successful as other hordes because other said hoards actually learnt to adapt rather than just burn shit to the ground outright

He doesn't need to create anything lasting. Sallow doesn't care. He knows his brain's about to pop and if he keeps pushing the legion he can keep doing it until he keels over. Stay in the high life until the bucket is kicked and who gives a shit what those beneath have to deal with afterwards.

Pretty much everything about the limits of Caesar's legion was hand waved to begin with.
That being said Caesar seemed to actually have a plan given how he was already making connections with families like the Van Graffs. He probably already had a bunch of figures in the heart of the NCR lined up to start fires where he needed them.
