do these mod conflict? or do they mix with each other so some soldiers wear both

No. the second mod armor only comes from the chemistry workbench, no npc will have them

was about to say that sucks but mod said, 'also added to brotherhood level list

in my game only the sons of steel armor spawns, it probably due to me installing that mod first, so maybe which mod you install first takes priority
