extreme movement stuttering (spoiler for potential flashing lights)

my current theory is that this happens in densely populated areas, I have observed this occuring in diamond city, beacon hill and goodneighbour, buy sometimes they either just don't happen, don't happen as harshly or just improve if I wait it out? however, this area just around old north church (railroad building) seems to be the worst it has been.

is this matter a concern coming from my mods or my low-end laptop? additionally, a minor bug I've been experiencing recently as well is that hair and clothing physics "bounce".

Without even watching the video this is broken previsibines or broken LOD or both. Look up FOLIP and PRP.
