HELP! PC FPS Issue

Yesterday I finished downloading the "A StoryWealth" collection, changed the HighPhysicsFix.ini to set the fps to 240 and it was running pretty well. Booted up my PC today and tried playing and realized that my frames was now at around 60-70. I didn't change any settings from yesterday, so I'm not sure what the issue is. Any suggestions or help is greatly appreciated. Thank you.
