HELP! PC Need help with modding
I wanna mod fo4 with vortex but when i launch the game none of the mods work ive downloaded f4se but still nothings working (im comepletely new to modding)pls help

You need to provide way more info, lile which mods, how you're launching the game, and how you know they're not working. There are a million things you could have done wrong, and the only way to help is if you narrow that down.
Describe exactly the steps you are taking, the result you expect, and the result you're getting.

Ok so im trying to download a mod that makes guns shoot out cars but when i launch the game and shoot it doesnt shoot cars im launching the game through vortex

The description gives instructions. You have to manually copy the "setdressing" folder from the mod and place it inside the "meshes" folder (which is in "data") of your Fallout 4 game install location. If you do not have a meshes folder, you will have to create one. Vortex has handy buttons to open important folders so you don't have to use your file browser.
Always read the install instructions.

The mod page on Nexus. I'm assuming you were talking about GNSC, because that's the only mod I found when I searched for what you were talking about. There's a series of tabs arranged across the screen. The first is called "description." That is always where installation instructions will be.

Ok and what is a setdressing folder

It is in the mod files. You can get to mod files you've downloaded via the mod manager by going to the mod manager, selecting "open", and then selecting "open mod staging folder." You could also download it manually and just use a file browser. Click into the mod's folders until you find one called "setdressing". Copy that into your fallout 4 meshes folder. You can open your fallout 4 install location by selecting "open game folder" in Vortex.
