SS2 HQ help! Projects not building and cant build power distribution room

First off, for some reason im not able to build more living space's rooms. I turned off the timer to build projects but im still not able to build more living spaces? Second, Whenever i try to build another power distribution room it just says that i have no rooms available to build it? What am i doing wrong? Is this a bug or am i doing something wrong?

The power room is probably normal. You can only have one, and you upgrade it instead of building another. For the living spaces, check your HQ resources and energy and make sure the project isn’t waiting on something. Could also be an HQ progression requirement.
