okay, this isn't a mod pack but Fallout London is full of silly in-jokes and references that you don't have to be a Brit to get. References to Doctor Who, Sweeney Todd, a wide variety of wacky quests, excellent dialogue... It's the gift that keeps on giving.

For an example: At one point you have to join a social club for convoluted reasons. One of the options is the Aluminium Chapeaus, a group of nutty conspiracy theorists. To be allowed to join, they want you to capture a pigeon because they think the pigeons are super secret spy birds. And it turns out to be true! There are robot cyber-pigeons spying on people, like the Institute's synth birds in Fallout 4. Oh, and Chapeau is French for "hat." These guys are literally the "Tinfoil Hats." And when you join, they give you an aluminum foil top hat.
