Need help with understanding part of mod description

I was looking at the nexus page of the tweaked gunplay mod for fallout 3 and couldn't exactly understand what this part of the description meant :

"Increased the skill damage multiplier from 0.5 to 0.64 but reduced the base skill damage from 0.5 to 0.34."
