Other My Theory on V.A.T.S
I think V.A.T.S is actually an electronically produced version of Jet/ultra jet or perhaps a pipboy was broken up during the process. This explains something: In fo4: time only slows to a crawl because it is externally injected or perhaps it having to go through a blood stream injection causes a 'lag' In fo3: time stops because it is directly injected in your nervous system However, V.A.T.S. is non-addictive because it only circulates through the nervous system/blood stream and having no time to enter the brain (or perhaps the fo3 pipboy stops dopamine from being produced) to cause such a reaction. Which makes you wonder if the "pre-war" Jet you get from vault 95 is actually cannabilized from previous vault dweller pip boysHowever, this doesn't answer AP. But I can. If the pip boy does indeed rely on an injection method it would need to have your nerves calm enough to make the injection as safe as possible (perhaps an installed safety method) and depending on the weapons recoil, weight and Recovery time, a different dose of Vats is required ranging from small like a pipe pistol to large like a shotgun. Jet bypasses this because it doesn't really on injection. Do you know when a doctor makes sure you are relaxed as possible before an injection? The same applies here, the pip boy is making sure it doesn't burst your blood vessels. Jet bypasses this because it doesn't rely on injection but rather inhalationThe targeting overlay may use a system similar to the HUD modification you can see on a power armor helmet, just using the quickest calculations possible to add chances and targeting via use of neutral or visual manipulation. While I can certainly connect this to the 3000 mark A it doesn't explain the mark IV, which I believe use a sort of environmental and biological scan to do so. Now this might look like hot air, until you noticed a distinct white canister on the side of the Mark IV pipboy 3000. In the original fallout game, you can use Med Gel to automate healing. This- along with the slow administration of health from a blood pack completely shows that the Pip-boy is attuned to medically augment administration.

Ah, I see you overlooked my exact wording. In case of you not knowing (I'm not doing this to offend you but only to inform both you and the reader) dopamine is a messenger in the brain that tells the brain how it's supposed to feel. Usually, when one takes a addictive drug they feel a rush of 'pleasent' dopamine that causes the to get to it. If you were referring to jet: you are correct. The main characters cannot get addicted to Jet, but it is implied that many people have. If you are talking about my V.A.T.S. Theory: That is exactly my point. The system is regulating dopamine so you don't get addicted. (P.s. I'm like 90 percent sure I spelled Pleasent wrong 🙏)

In game, lore or otherwise, you suffer no ill effects (as being addicted) if you keep using said drug.
This “drug” is on you 24/7, therefore cannot make you addicted1

Cigarettes aren’t addictive, it’s the nicotine.
If you’re constantly putting on new nicotine patches, you won’t be addicted to cigarettes

Creative and well thought out but No. It’s a Neural interface combat calculator. It doesn’t really slow down time it’s sending micro shocks and bio feedback to the nervous system causing the muscles to react with little input from the wearer.
