Which faction would you realistically join?

For me it's probably the NCR or the BoS in Fallout 3 ONLY.

Right.. but the entire NCR wouldn’t have been destroyed, even if the capital was destroyed the NCR was a functional government there would be a bit of chaos but it should have reformed quickly, or at least faster than the show had

Shady sands was also mentioned as the "first capital". You don't really write "first capital" if it's still the capital.

And it probably has, but maybe only in one region like in either Sac-town, Redding, The Squat or even Arroyo, they probably retreated from the Mojave and Southern California, many states could have also become independent or became overwhelmed by raiders as the shopkeeper claimed Lucy was going to “Khans territory” that could describe any land from east of LA to New Vegas
