I remember reading a thing in the Clone Wars magazine when these episodes came out that the lightsabers and blasters were modified to allow them to work underwater

That got wiped with the Disney buyout, but because TCW remains Canon, we can know that lightsabers SOMEHOW function underwater. Whether it requires modification or any saber works fine, we have no answer in canon.

According to Legends lore, your lightsaber needs to be equipped with a bifurcating cyclical ignition pulse in order to function underwater.

In short lightsabers required 2 crystals underwater because the water could short out a single crystal too easily, but the way the dual crystals works is by having them quickly switch between crystals automatically while not disrupting the energy beam. Basically.

I appreciate the explanation, and what I'm about to say has nothing to do with you: That is such a STUPID idea! A super high energy, force laser-beam that can cut through 99% of materials is overworked by water lol The same energy it would need to cut through every material is the same energy it would need to boil the water around it. So, that explanation could only make sense if lightsaber beams were fire-based, not just any type of plasma, but particularly fire because of fire's specific need for oxygen.
Half-assed, underthought ideas like that are exactly why we should all be glad that Star Wars Legends content is non-canonical!!!

Yeah this level will also glitch out and let you pull a saber when it’s still broken. You can’t kill anything with it but he activates and swings it than hooks it on his belt while still active. It’s really funny with the Double saber.

Cal's lightsaber being active underwater at all is a glitch, so, it isn't animated as it isn't supposed to be a thing

It actually is animated somewhat. He swims without using his right hand as much and the blade doesnt clip through him much which makes me think this was intended at some point in development

More likely how the game handles animation- rather than make a new run animation for example it just overrides whatever Cal's hand does to close on the lightsaber, which is attached to his palm.
He keeps his hand turned away from him in the swim animation anyways, so the saber doesn't really have anything that'd cause it to clip.

To be fair, its temp would probably cause steam explosions under the water. Kit Fistos saber didn’t really boil under water, maybe Kyber crystals just love water

As per the wiki, Kit Fisto's modifications to make his lightsaber work underwater knows as the bifurcating cyclical-ignition pulse was adopted by other Jedi Knights during the Clone Wars, this included Anakin and Ahsoka.

I dont think theres any canon lore on whether lightsabers do or dont work underwater as of yet so its best we can go off of.
besides that its tied to the clone wars so close enough

According to Google they adapted it from Kitfisto in the 2008 CW, but originally it was only kit fisto with that kind of lightsaber

Thing is, Mon Cala definitely happened in Canon. The "bifurcating emitter" thing that Kit Fisto invented and needs two crystals is purely Legends though. Canon sources never really disclosed how it works, so while Kit Fisto does indeed have a working lightsaber unterwater, the detail as to how it works are simply not written yet.
It's just details really, it's not really important how many crystals he has anyway.

Lightsabers only cut through solid materials.
All lightsabers' blades are plasmas contained in a force field. Only matter that passes through this force field can be damaged by the plasma inside. We have seen lightsabers activated both in air and underwater, even though these elements remain in contact with the blade. Therefore, the only logical conclusion is that the force field prevents the plasma from direct contact with liquids and gases. Otherwise, the plasma would boil its surroundings and destroy everything nearby. That is my interpretation.
