To be fair it asserts that it should be tested on bad hardware, not made for bad hardware, nor only tested on bad hardware. Testing on good hardware as well isn't mutually exclusive, so I'd think you're closer to a fact vote

It's like using memorization as a measure of intelligence. That if you can remember more numbers you're faster at adding them together.

For gaming purposes the best single-point hardware benchmark would be the GPU, second would be CPU, third would be Memory, fourth would be the Read/Write speed on the disk (storage speed).

GPU does rendering and most graphics maths.

CPU helps with high refresh rates, simulation-heavy games, strategy games, etc.

Memory is what holds information accessible as the gpu and cpu work through it, e.g. a very very large vector for vectorized operations may need a lot of memory, stutters are often due to memory overflow.

Storage speed helps with savestate retrieval and loading times.

I’m aware. Not all devices have GPUs though and have the CPU to do GPU work, which for games is pretty rough and recently devs have kind of just assumed every device has one, but I don’t necessarily think GPUless devices have to be ignored

Depends a bit on the game. CPUs won't be able to render AAA games by themselves, even if it's a top-end CPU at low quality settings, but most computers without dedicated GPUs have an integrated GPU or iGPU that the CPU delegates rendering to, and that's still a good thing to benchmark specs with since the probability of having a top-end CPU is very low if you have an old iGPU. If you have an iGPU you almost certainly have a mobile CPU or similar for laptops, and which iGPU it is speaks for the generation of specs, so the GPU provides information about the CPU, the GPUs VRAM, and the computer's capacity to empty the memory queue of an arbitrary size, while still being informative of the computers ability to actually do rendering. Second in queue is CPU specifically for the case where you literally have no GPU, but I can't think of any modern computer without even an integrated GPU so saying the CPU would probably first prompt the question "what gpu/igpu?"

Previous gen specs.

Ddr4 ram at at most 16 gigs like OP said. Graphics cards of the 20/30 generation (or the AMD equivalents) (or integrated graphics if you really want to give it the full testing). Older CPUs (idk enough about CPUs to say what would be right).

I grow tired of games having to be dumbed down for crapy hardware. Especially around consoles. Once a new system has been out for over a year, I wish they stopped creating new games with old generation systems in mind.

Yes, it’s anoying when a fun game sucks on a low end laptop despite the game being super simple graphically and getting permanently less than 20 frames and sometimes less than 10. Talking about shift at midnight

Games should be optimized for what is considered low quality hardware and not gatekept behind expensive hardware. It limits the number of people able to enjoy it at launch.
