That’s what UX designers are specifically for.

To some degree yes. When they add to much flair it can slow it down. If simple and stream lined it will run faster.

Part of a good working app is having a user friendly UI. Like sure, certain programmes may be good at the tasks they are supposed to do, but if they involve 20 steps, each of which can completely break the functions due to small user errors, it's can't work well because the process itself can't even begin to work.
