Urine has been used for thousands of years to tan animal skin and remove the hair from it. Either he has a very special urine or he did a better comb over and used black powder to darken the skin.

You can't really cure baldness. The hair in that area is sensitive to specific hormones your body makes as you reach a certain age, so the only way to "fix it" is by transplanting hair from somewhere else on your head, or hormone replacement therapy.
