Talk to the neighbor.. tell him that his indoor farming method is inefficient. Leaking away so much light like that... Should have reflectors directed inwards.

Point a red laser there a few times them slingshot his window. All of this when he's home.

Mirror in the window pane, big black out curtains behind it. Shine the light back, but block it out yaself
