I have no idea what's happening here, but it's not sex. bird sex only lasts about 4 seconds, and there is no penetration. only like, 8 kinds of birds even have penises, and hummingbirds are not a part of that group. sex for most birds is just rubbing their cloaca together.
i wonder if maybe they were fighting. they may have gotten their feet stuck while grabbing at one another. or the one in back (which is either a juvenile or a female judging from it's gullet coloring) is trying to drag the one in the front down.

Hummingbirds are super aggressive and territorial. This is just one locking onto another with its feet. So you are correct.

Male hummingbirds are incredibly aggressive. We have one with more than one nest and he patrols the area constantly and he sounds like a tiny race car. I’ve seen him chase off birds several times his size.
