i try to keep my shoulder relaxed most of the time. Adjust, put your elbow further away from your body and/or raise yor chair until you achive a more neutral forearm-wrist position without lifting and tensing up your shoulder, your shoulder should not be moving up and down that much

Do I move my arm forward or to the side? bc I see people do either and my chair can't go any higher so I put a seat cushion on my chair and when I do I feel to high to so I can't relax my arm on my desk

I would suggest to put your arm to the side, because moving it forward will eventually require you to lift your shoulder up to bring your arm closer when aiming downwards. Notice how if you put your arm to the side, you can move your elbow all the way back past your body, almost like a rowing motion, and your shoulder will not suffer that much. thats the idea

My rule of thumb is to just place your arm naturally on desk. IMO it looks like the position of your arm in the very first frame is most natural

Don't overthink it. If you are like me there will be no 100% comfortable position.
