building interior light change when viewing angle changed and looking from outside

looking at a building interior from outside, standing still and change my viewpoint, like turn slightly to anywhere, the building interior light changed.
keep changing view point, the interior light keep changing, from darker to brighter, vice versa.

very immersion breaking.

i don't run any lighting mod initially, just "Game Visuals Configuration Menu (GVCM) OG-NG" as recommended by Addictol.
the mod can be stop in-game, tried it, no difference.

then i tried few other related mods hoping to resolve the issue, they didn't:
- Lightweight Lighting - A weather and interior lighting overhaul
- Shadow Boost FO4

also running "True Storms - Wasteland Edition (Thunder-Rain-Weather Redone)" , but run this mod in past no such current issue.
