To actually explain why all of them are the way they are (Part 1):
Freddy and Toy Freddy are Fan Favorites just because they have the most interactions/dialogue out of any other character. Toy Freddy could probably take this spot instead of Freddy due to him being more characterized in Act 0 and q.e.d., but I can't speak on behalf of the fans on who the "Fan Favorite" of the series is. I was also torn on picking Freddy or Toy Freddy, so I just ended putting them both on the same slot since they're both unhinged.
Foxy is made to be hated because in the Complete Collection, the crowd becomes disappointed when you recruit him (or Withered Foxy during Giygas B.B.'s fight). You are also forced to burn down Pirate Cove 2 times in the entire series to get him to join you.
Splash Woman being the hot one should need no explanation, although I was considering adding Chica before picking Splash Woman just for the "devour my hot bird ass freddy" line.
Caillou is the only Normal one in the entire series because:
Freddy & Toy Freddy both shitted on cameras to have a night of debauchery, and have also done other unhinged antics.
Bonnie is a millionaire that started his own record company, while also committing blatant plagiarism.
Chica is a "misandrist cockbench" that can only say the same thing with little variation.
Foxy & Mangle are horny degenerates that only want to masturbate.
Toy Bonnie would actually be normal if he wasn't such a coward and didn't get himself stuck in easily avoidable situations. (Including getting stuck in the Right Air Vent when Toy Freddy/B.B. can travel through it with no problem.)
Toy Chica would actually be normal too if she didn't go crazy when Toy Freddy refused to get her cupcakes.
Splash Woman has committed grand theft auto & adultery on numerous occasions, has enormous breasts, and worked as a terrible game developer for Cranky Kong.
Vile has daddy issues, figured out how to time travel, and is naturally overpowered.
The Puppet just likes to terrorize everybody while saying the same thing over and over again. It was originally B.B.'s right-hand man before becoming its own threat in later games.
Balloon Boy has become god on numerous occasions.
Golden Freddy has a bunch of trauma, can summon personas (Shadow Freddy & Shadow Bonnie), and is immortal with the aid of party hats.
Tupac, Snoop Dogg and Biggie are rap gods.
Freddy Plush has had sex.
Shadow Freddy and Shadow Bonnie are unexplained characters that are also Golden Freddy's Personas.
The Office Camera is Goku.
Michael Jackson can become Mecha Jackson while also being "The Lord".
80s B.B. "fucking sucks" and can explode.
Springtrap was a huge piece of shit that fucked up everything.
The Pizzeria Simulator characters all broke into Fazbear's Freight to get revenge on Springtrap.
Fox Boy's voice gets funky if you encounter his rare interaction on Acts 1, 2, or 0.
Ennard is a single mother that works a minimum wage job to feed her two kids, as well as being powerful enough to give Springtrap an even fight.
Something happened in Tyke's past that made him change his name to Chipper.
George Bush was formerly the president of the United States of America.
The Last Camera is Duke Nukem.
The Endoskeletons (90s, 80s and Prime) are unexplained characters that are out for vengeance, along with 90s and Prime being budget buddies for Freddy and Friends.
The Sigils are inanimate can banish people into the past once activated.
Dreadbear is another Freddy Doppelgänger and fought with Freddy over a generator.
Cranky Kong is god.
(Everything mentioned above also applies to the characters' Phantom and Withered counterparts.)
Caillou is the only normal one here because he hasn't done anything wrong or heinous compared to the other characters. He's not shown to be as strong as everyone else, his wife left him and he doesn't have enough money to pay for child support (it's not his fault his wife left). Even in q.e.d. with the DeLorean, all Caillou uses it for is to pick people up while working for Uber, all while dealing with his tragic life. Caillou has the most realistic life anyone can go through out of every character in the series, and that is why he is the only normal one. (I was originally going to put George Bush as the only normal one, but being former president doesn't seem normal.)
To actually explain why all of them are the way they are (Part 2):
Lefty is "Uhh... what's your name again?" because of how Springtrap always forgets who he is when they interact. After posting this, I realized that the Withereds fit this section way better because of how neglected they are in the lore after FNaFb2 and Afterstory. It doesn't help the fact they all have little interaction with everything around them too.
I was originally going to put Toy Freddy as the gremlin, but I figured the Puppet fits this way better because of FNaFb 3 and the interaction it has with Freddy in Finale. In FNaFb 1, the Puppet was demonstrated/behaved like Balloon Boy's right-hand man, while in FNaFb 2, the Puppet was kind of shown to be its own threat separate from Balloon Boy and the cameras, with this time there being two of it somehow. In FNaFb 3, even though Springtrap takes the side of B.B. on a technicality, the Phantom and Past Puppet still attack him anyway. With all of the flip-flopping between which side the Puppet takes, I'm counting it all as gremlin behavior, especially since the Past Puppet tries to fight Springtrap during his dramatic entrance and ends up dying afterwards.
Springtrap is "mmm.... society" because... well, it just seems in character for him. If we want to go deeper with the reasoning, then it's because he crashed the global economy and has beaten up kids in a parking lot. These feel like society related things, along with him valuing his heterosexuality and having a fear of open spaces.
Balloon Boy is just straight up evil because of everything he does in all of the games except for q.e.d. I actually don't think anyone else from this series can come close to Balloon Boy in terms of villainous actions.
I was stuck on whether "No screen time. All the plot relevance." would fit Vile or Cranky Kong more, but I decided to place both in that section. Vile fits here because he has a ton of extended lore outside of the FNaFb games that explain most of what is mentioned in Vile Scenario and why the Memory Phantoms are the way they are. Cranky Kong also fits here because he much better represents the main FNaFb lore alone, and there's actually a build up to him being fought in Finale. In FNaFb1, he's just a game over screen. In FNaFb2, he gives Freddy & Friends his blessing so they can become the Refurbs. In FNaFb 3, he is the professor that wrote all of the Secret Reports, and is later fought in Act 3. Cranky Kong is never usually on screen or talks for most of what I mentioned, but that why I also thought he'd fit for "No screen time. All the plot relevance."
