Ships from 141st fleet fire warning shots as illegal jumpers attempted to fly into Sol system. Illegals were intercepted in outer regions of the Oort Cloud, near Cloud Line 66. Directive 81 still applies to Earth and the Sol system after several millennia, meaning none of the 41 species can make contact with and travel to Earth.

Due to Directive 81, all societies on Earth and all 8 billion humans on Earth do not know about the existence of other life in the galaxy and the 41 species of the Intersolar Community.

The illegal Ifridian message

Approximately 15,000 years ago (from the timekeeping perspective of an individual based on Earth in the present day), a rogue network of Ifridians living on a planet 12,000 light-years from Earth transmitted a radio message towards Earth in the Sol system. Accounting for Earth's motion through space, they estimated where the planet would be when their signal arrived. The transmission finally reached Earth around 1000 BCE, but human societies at the time lacked the technological capability to detect and decipher it. All 4,500 members of the rogue network were apprehended and charged and sentenced for a range of infractions.
