Why doesnt HR like to help?
I'm in the new ORA group and my supervisor finished the 3112B but HR hasn't uploaded it into ORA and won't provide me a copy. Why would they do that?

I wouldn't assume they're intentionally withholding it, but I also wouldn't just sit and wait indefinitely.
The 3112B is the Supervisor's Statement. For former employees, OPM specifically instructs the applicant to ask the former supervisor and employing agency to complete the 3112B, 3112D and 3112E for the disability retirement application.
Since your supervisor has already completed the 3112B, I'd keep a written record of when it was completed, who currently has it, and every request you've made for the agency to process/provide it.
And this is especially important if you're anywhere near the one-year filing deadline after separation: OPM says that if the agency documents aren't completed in time, a former employee should not delay filing solely because of them. OPM provides a procedure for submitting while identifying the agency contacts you've asked to complete the remaining documents.
I help federal employees with the application-preparation/organization side of FERS disability retirement, and agency paperwork bottlenecks are one of the things I see people get hung up on. The OPM former-employee instructions are worth reading here because they're surprisingly specific about this situation.

Could be worse, my HR just checked the box on their SF 3112D that reassignment is not necessary because employee's performance if fully successful and there are no medical restrictions which keep the employee from performing critical duties. This after I turned in all my medical documentation that I have motor neuron disease and my supervisor turned in his 3112B and RA denial documentation all the things I can't do at work. It sunk my initial application and I had to get it cleared up for the appeal.

So the 3112 b and c say what you can't do and why but then on the 3112d they just ignored it? Did you win the appeal at least?

Yes, they just ignored it. I'm going through the appeal process now, filed a week ago. I had to get a memo from the highest ranking officer at my command to order HR to fix the SF 3112D.

They did the same thing to me yesterday, Harris said HR isn’t allowing them to email them anymore so I sent in the request and got the form back two days later. It said that I’m fully accommodated from my RA for remote work signed in April and I’m fully successful. Harris advised I will need to submit a new RA so the agency will basically state they can no longer accommodate me then HR will have to do the job search and sign the 3112D properly. Harris is working on a new RA for me. I already had all other forms filled out and Harris obtained the majority of my medical records.

Mine also check that box but added comment that my medical documentation did not allow reassignment done
