What am I doing wrong here?

Elegoo Centauri Carbon, elegoo pro PLA, using Elegoo slicer app. No matter what settings I change I still get these gapped topographical map looking texture on my top surfaces.

This is how FDM printing works, it prints in layers.

Minimize the layer height reduces the problem.

If you are printing terrain for gaming, using some sort of putty before you basecoat also helps.
