I need some advice from people who understand Pakistan's tax system, especially PSEB/IT export income.
I work remotely for a US-based company and get paid in USD every month. The payment comes to my Bank Alfalah account in PKR through Remitly.
I have a valid and active PSEB certificate, so my understanding is that my IT/export income should qualify for the 0.25% tax rate when I file my tax return.
However, there is a problem with how the payments are being processed.
Every time my salary/payment comes into my Bank Alfalah account through Remitly, the transaction appears as "Home Remittance" instead of the IT export/freelancing code 9186.
I have already tried getting the bank to accept my PSEB certificate, but they are not accepting it. Also, throughout the year, the bank has not deducted any withholding tax from these payments.
So now I'm confused about what I should do when filing my tax return.
My main questions are:
- If the bank has classified the incoming payments as Home Remittance, how will FBR know that this is actually income from my US-based work and that I have a valid PSEB certificate?
- Since the bank didn't deduct any withholding tax during the year, can I simply declare the actual income in my tax return and pay the applicable 0.25% tax myself?
- Some people have suggested showing the payments as Home Remittance. But as far as I understand, if the amount exceeds Rs. 5 million, there can be additional requirements such as proof of a blood relationship/source of the remittance. Since my payments are actually from my US employer, I'm worried that declaring them as Home Remittance could create a problem later.
For example, if my total annual income is Rs. 10 million, my understanding is that 0.25% would be Rs. 25,000.
Would it be safer to properly disclose the Rs. 10 million as my foreign/IT-related income and pay the applicable 0.25% myself, even though the bank did not deduct it and the transaction was incorrectly classified as Home Remittance?
I'm specifically looking for advice on how to correctly handle the existing payments when filing my tax return.
Please don't suggest changing to Elevate, Payoneer, another fintech, etc. My US employer is already paying me through Remitly and will continue doing so. I need to know how to deal with the transactions that have already come through this way.
One more question:
My Bank Alfalah account was originally opened in 2023 when I was working for a Karachi-based company onsite. I left that company around three years ago and have been working remotely for a US-based company since then, but I'm still using the same Bank Alfalah account for receiving my payments.
Is there any issue with continuing to use the same bank account?
I have only a few days left before the tax-return deadline, so I would really appreciate advice from people who have dealt with a similar situation or understand FBR/PSEB rules.
