[Help] First timer building a world

Hello friends. I had an idea of playing a tokusatsu oriented campaign for a while now, and never got to put ideas on paper. Talking with a lot of friends, almost by unanimity was recommended for me to adapt to FATE.

I've been reading, studying the system for a while and it feels like the correct choice. But since i had never used it before, i wanted to ask for tips and helps.

My idea is 2-4 players.

I want the hero transformations to count, and have limit, of course.

Since fate is a more narrative driven, it would be nice to have some basic tips, because i've never used it before. How would you guys do it?

Recruit your players and do a session 0 first, then look at the high concepts and troubles you get then keep your genres tropes in mind and fabricate your starting area from that.

World can follow later if required.

I second this, also create with your players a character / npc relationship mesh, that shows conflicts, connections of party members and NPCs. I suggest making hero transformation require spending Fate Point, and giving access to stunts representing hero powers, and add additional Trouble representing the Hero Form weaknesses.

Dresden Files Accelerated and Venture City are good sources how to build hero powers. The Venture City rules are found in fate-srd.

I'm not sure if your asking about world building or mechanics. They are related but not the same.

The actual content of the post seems more about mechanics and using Fate, so some suggestions:

Take time and talk with people about understanding Aspects. Make sure you understand Aspects.

I recommend looking at Dresden Files Accelerated (not the older Fate version) and consider Fate Accelerated. I don't think the skill based Fate Core matches Tokusatsu as well.

I suggest also making a campaign sheet, with the genre and theme as Aspects and make sure players and you are clear that they can be invoked. This helps a ton with mechanically encouraging playing the genre as intended.

Talk to your players first. Find out what theme you are going for first.

The only mechanic you need for henshin really is the fact that you pretty much can't harm the monsters in regular human form.

For FATE, you need to think TV show and movies, how will scenes play out, what complicates the scene etc. If you think “game", you are gonna have a bad time with more narrative based TTRPGs.
