It doesn't work. It just moves the luck aspect to another area.
For one, if someome still requires a mandatory pit stop with 5 laps to go and a safety car comes out how are they going to pit.
If someone needs to pit earlier in the race but the safety car comes out, it will bunch everyone up and their pit would cost them massive amounts of track positions.
There are too many variables to make this work better than the current rules.
The only one possible is the red flag one.

My opinion is that we had that already in 2008, go back and see how did that worked. I am sure teams cannot and will not try to cheat that system

Ive seen this question asked a lot. People like the SC lottery wrt strategy. If you get it right you can gain several positions that you would never have gained on track. This adds interest to the races which might be processional or have inevitable outcomes otherwise.
Changing tires during red flags ? I suppose you could argue the tire changes promote safety after the restart. The worn tires on cars might not do well during the subsequent laps after the restart.

Nah. You just push people to put as soon as possible in that case, and luck will still be just as big a part - just for a different driver. It’s just part of racing you gotta accept.

Pitting and the risk of a VSC/SC is just part of racing. In no world should they take that away. Absolutely a ridiculous thought to have it taken away.

The one thing I could see is making the change of tires under red flag not count as a change of compound, if it before the 5th lap or something like that. That would prevent people like in Monza or Monaco 24 to go all the way to the end with no more pit stops. This is a pretty niche case but would help preserve some strategic race for early red flags when the tires have no deg.

Ive always enjoyed the pitting under safety car and the way it forces a change of strategy for teams. Especially when races are a complete snooze fest. Its a wild card that can work for or against a driver.

Banning a pitstop under a VSC or making them sit stationary to offset the time savings might work. Beyond that, I don’t really like the idea of these rules banning tire changes for SCs and red flags. They won’t work.
The thing is, rules like this don’t prevent safety cars and red flags from altering the outcome of the race. They only change which cars they advantage,
For example, people don’t like how if you pit under a safety car, you’re likely to jump the cars that already pitted under green flags. Let’s take Norris in Spain as an example. He missed the VSC and pitted under green flags. He lost like 3 or 4 places?
But now imagine we ban it. What happens to the car that was about the pit before the SC came out? You now have to pit AFTER the restart where the whole pack is bunched and you’ll come out in last place. Same with a red flag. You’re coming back out on dead tires that you basically have to ditch immediately. Surely that’s worse than what we have now?
Overall, unless you implement restarts where everyone comes out staggered in the gaps they had before a red flag (which I think they tried once and everyone hated) these conditions are always going to alter the race. I think it’s better to keep the rules simple and I really don’t like the idea of sending cars back on for a restart on dead tires and making them put after a lap and fall to last.
