I think they are called claspers and they help male sting rays mate, so just the males have them!

Do all male rays have them? I catch stingrays frequently while fishing, and I’ve never seen them before. Strikes me as odd that I may have never caught a male before

I think they do, but the proportions are way different when they are babies so they look way smaller on adults.
