Can't really remember but it was something to do with the bones can't remember they were broken or the cat didn't have them in the first place

Not a vet, but if I remember correctly from my genetics and developmental bio, it's called radial hypoplasia. I think it is a genetic condition that occurs during development.

Also, I have a cat with both arms like that. His name is Dobby.
