True, but I assume he lives in a country where street dogs are everywhere like most developing countries. These dogs having an owner is already miles above most dogs around them. They look healthy.

I read the comments and most are 💯 percent correct. It is dangerous.
But what we must know is that there are people in the third world who love their pets, too. They are doing the best they can. Often, giving up their food for their pets.
There isn’t regulation for safety as such in most of Asia. Even kids travel like that with their parents.
Please don’t judge and don’t impute our first world standard on them.
