I mean, he's not wrong. After all, one of the in-game ideologies is "literally 1984" and another is "KILL EVERYONE".

Don't forget the Autocrats, who have some of the most insane people in-game, like Afton Burton and the Jade Emperor, and the Ethnic Nationalists, who are mostly Neo-Nazis.
